What NASA actually did
NLS II is NASA's Launch Services II contract — a multiple-award, indefinite-delivery/indefinite-quantity vehicle that the agency's Launch Services Program Office at Kennedy Space Center uses to buy rides for its Human Spaceflight, Science, and Research and Technology missions. It also lets NASA arrange launches on behalf of other federal agencies, including NOAA.
The contract has an on-ramp provision: once a year, NASA can add new launch providers, or let existing contractors register vehicles that were not previously on the list. Terran R joined through that mechanism. The current ordering period runs through June 2030, with an overall period of performance through December 2032.
Being on the NLS II roster is not a mission award. It is eligibility — the right to compete when NASA puts a specific payload out for bid under this contract vehicle. NASA has used the on-ramp this way before: Blue Origin's New Glenn was added to the same roster in December 2020, more than four years before it carried its first NASA payload.
A contract for a rocket that hasn't flown
Terran R is Relativity Space's medium-to-heavy-lift launcher, built with the company's Stargate metal 3D printers. It is a two-stage vehicle with a reusable first stage powered by 13 Aeon R engines, topped by an expendable second stage on a single Aeon Vac engine. Payload to low Earth orbit is rated at roughly 23,500 kg in reusable mode or 33,500 kg fully expended. It is set to fly from Launch Complex 16 at Cape Canaveral Space Force Station.
The rocket has not reached the pad yet. Relativity has targeted a maiden flight by the end of 2026, with the first flight vehicle's second stage shipped to NASA's Stennis Space Center for testing earlier this year. That timeline leaves a narrow window before the calendar runs out on 2026 — and NASA's willingness to add Terran R to a multi-year contract vehicle now, rather than waiting for a successful debut, is itself a signal of how the agency is trying to diversify its launch options beyond its current roster.
The Mars mission that came first
NASA's bet on Terran R actually predates this month's contract addition. In June, the agency announced a partnership with Relativity Space to fly Aeolus, an atmospheric-science mission to Mars, in 2028. NASA is supplying four science instruments — a Doppler wind and temperature sounder, a thermal limb sounder, a surface radiometric sensor package, and a wide-field context camera — while Relativity builds the spacecraft and supplies the Terran R launch vehicle and cruise operations. NASA has described the arrangement as its first six-year reimbursable Space Act Agreement of this kind. The goal is a global, near-daily view of Martian dust, wind, clouds and temperature, intended to support future robotic and human landings.
That Mars commitment is a considerably bigger bet than an NLS II listing: it locks a specific mission, on a specific timeline, to a rocket that had not yet flown when the deal was signed. The September on-ramp addition reads as a logical follow-on — it lets NASA route other agency payloads to Terran R under the same contract vehicle it already uses for SpaceX, ULA, and Blue Origin, rather than negotiating a one-off arrangement each time.
