Electron launches from Mahia count as New Zealand launches, following McDowell (Rocket Lab itself is headquartered in the US).
McDowell counts SpaceX Starship test flights that reached or nearly reached orbit as orbital launch attempts: 2 in 2023, 4 in 2024 and 5 in 2025. The Space Foundation, which leaves them out, counts 259 attempts in 2024 and 324 in 2025: McDowell's totals minus those flights. "Reached orbit" includes launches that reached a marginal orbit or deployed only some of their payloads.
