In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), FAA Order 1050.1G, FAA National Environmental Policy Act Implementing Procedures, and Department of War (DoW) and Department of the Air Force (DAF) NEPA Implementing Procedures, FAA is announcing its intent to prepare a Supplemental Environmental Impact Statement (SEIS) concerning Space Exploration Technologies Corp.'s (SpaceX) proposal obtain a modification to their existing vehicle operator license from the FAA to authorize commercial Starship-Super Heavy operations at Space Launch Complex 37 (SLC-37) at Cape Canaveral Space Force Station (CCSFS). This SEIS supports FAA's adoption of the Final Environmental Impact Statement for the SpaceX Starship-Super Heavy Cape Canaveral Space Force Station (2025 DAF EIS), EIS Identification Number: EISX-007-057-USF-1730277197. The proposed operations would include up to 76 Starship-Super Heavy launches and up to 152 landings per year (up to 76 Super Heavy Booster and up to 76 Starship vehicle landings), including return-to-launch-site (RTLS) and ocean landings. FAA is requesting comments concerning the scope and content of the SEIS. A Draft SEIS will be released for public review and comment later.

This action supplements a notice of proposed rulemaking (NPRM) published by the FAA in the Federal Register on June 17, 2025, which proposed to establish Class E domestic en route airspace (Class E6) within a designated landmass and within 12 miles from a designated shoreline associated with the state of Alaska to facilitate the vectoring of instrument flight rules (IFR) aircraft on direct routes where the current en route structure is insufficient or improper within the proposed airspace areas. As revised in this SNPRM, the FAA now proposes to establish five discrete areas of Class E domestic en route airspace over the state. Due to redundancy, the NPRM also proposed to remove two Class E6 airspace areas and modify 101 Class E airspace areas extending upward from at least 700 feet or more above the surface of the earth (Class E5) to remove any portion extending upward from 1,200 feet above the surface. This SNPRM continues to propose these actions, but also now proposes to remove two Class E airspace areas extending upward from 1,200 feet above the surface, revoke a duplicate Class E5 airspace legal description, and redefine airspace areas from a "Point of Origin" instead of using their respective airport reference points. Finally, both the NPRM and this SNPRM propose administrative amendments to the legal descriptions of 101 Class E5 airspace areas that would correct or update nomenclature as needed. This action would support IFR operations while enhancing the safety and management of aircraft operations within the National Airspace System (NAS).

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on July 7, 2026. The collection involves questioning, via email, telephone or other means, foreign entities to determine what collaborative opportunities exist. The information to be collected is necessary to accomplish the statutory requirements of Title 49 United States Code (49 U.S.C.) Sec. 40104 to "provide technical assistance on any other aspect of aviation safety that the Administrator determines is likely to enhance international aviation safety." The information collection will also inform the FAA's International Strategy, which is the agency's mechanism for fulfilling its international role. The information collection directly supports the International Strategy by enabling the FAA to adapt and strengthen its longstanding international presence in response to emerging opportunities and risks facing the U.S. aerospace industry from abroad.

The name and geographic coordinates for the Cannon TACAN are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.

FAA proposes to implement certain Special Air Traffic Rules in the airspace in the vicinity of the President Donald J. Trump International Airport (DJT), formerly Palm Beach International Airport (PBI). U.S. Secret Service (USSS) requested FAA restrict aircraft operations in the vicinity of President Trump's Florida non- Governmental property. To provide adequate safeguards for USSS to secure the non-Governmental property and safeguard USSS protectees in the interest of national security, FAA is proposing to implement Special Air Traffic Rules restricting aircraft from operating in the President Donald J. Trump International Airport Special Flight Rules Area unless certain conditions are met.
