In the post this time follows the word «Старт» (launch); the quote starts after that word so that no dash or cut is needed. Roscosmos had said on 2023-05-30 that it was deemed expedient to launch Luna-25 in August 2023.

Context: Post on Roscosmos's official Telegram channel after Luna-25 separated from the Fregat upper stage. The sentence says the soft landing («её мягкая посадка на поверхность естественного спутника Земли») is planned («намечается») for this date and place; the quote starts after those words so that no dash or cut is needed.
Outcome: On 19 August 2023 a pre-landing orbit burn deviated from plan, contact was lost around 14:57 Moscow time and Roscosmos stated that Luna-25 ceased to exist after colliding with the lunar surface; no landing took place.
